The Lake Success Civic Association (LSCA) has as a mission -- foster a better, more enjoyable Lake Success. Most recently, we sponsored a Hurricane Preparedness seminar, Art Show, and Mets game outing.
Many more events/activities are planned (see below for partial list). But, we need your membership, participation,and involvement on committees to ensure that the LSCA will be fully reponsive to the Lake Success community.
Importantly, we will re-launch the LSCA Newsletter, to inform members about community happenings and LSCA events. We also need your email addresses as a means of communicating cost-effectively (call Lew Samson at telephone number shown below).

New bylaws have been drafted to clarify the LSCA's mission of promoting the health, safety, welfare, social life, cultural development, and well being of Lake Success residents. The proposed bylaws are available below and in the Village Office - please check them out and suggest any changes.

By-Laws
The name of the Association shall be the Lake Success Civic Association, Inc. of Lake Success, New York, hereinafter referred to as the Association or LSCA.
The seal of this Association shall bear the imprint of a circle with the name of the Association and the word and figures "Est. 1942" therein.
The fiscal year shall be July 1 through June 30 of each year.
Statement of Purpose
The Lake Success Civic Association is formed to promote the health, safety, welfare, social development, cultural awareness, well being of, and responsive government for, all residents of the Village of Lake Success, New York.
Membership
Membership shall be available to all residents of the Village of Lake Success, New York, as defined in the Village Code. Current residents who have paid their annual dues are members in good standing and may vote (this requirement that dues be paid for good standing to vote may be waived by the Executive Board). Members in good standing may participate in LSCA activities at the fees, if any, set for paid-up members. (Non-member residents are welcome to attend LSCA activities but must either pay their annual dues at the activity or pay the fees set for non-members. If non-residents are permitted to attend an activity, they shall also pay the fees established for non-member residents).
Governance
Executive Board - The Executive Board shall consist of a President, Vice President, Secretary, and Treasurer. Their terms in office shall be two (2) years. No current member of the Village of Lake Success Board of Trustees may become an officer of the Association.
Elections - The election meeting for LSCA officers shall be held in May of every other year, at a date and time set by the Executive Board. The President, or the Vice President in his/her absence, shall preside. Every LSCA member in good standing may cast a vote.
Interim Elections and Appointments - When the office of President becomes vacant at a time other than the time scheduled for a regular election, and the Vice President declines to assume the presidency, a special election shall be called to fill the balance of that term. When the office of Vice President, Treasurer, or Secretary becomes vacant at a time other than the time scheduled for a regular election, the President shall appoint a member to serve out the balance of that term.
Executive Duties and Responsibilities
President - Act as Chief Executive Officer of the LSCA. Preside over the Annual Meeting and Special Meetings. Appoint officers to fill any vacant positions on the Executive Board, as described above. Appoint Committee chairpersons. Discharge other duties and responsibilities described herein.
Vice President - Advise the President. Accept and discharge duties and responsibilities that may be delegated by the President. Perform the duties and responsibilities of the President in his or her stead. Assume the office of President in the event the office of President becomes vacant at a time other than the time scheduled for a regular election.
Treasurer - Take custody of the Association funds. Keep proper and accurate records of all receipts and disbursements. Maintain an LSCA checking account at a local bank, as approved by the Executive Board. Issue and sign checks for authorized purposes (the President, shall also be authorized to issue and sign checks). Register all payments regardless of signer, noting the payee, purpose, and other details. Recommend annual dues. Notify the Secretary and Membership chairperson of dues payments received, to identify members in good standing. Provide a Treasury Report whenever requested by any member of the Executive Board. Present a Treasury Report and pro forma budget at the Annual Meeting.
Secretary - Record and distribute accurate Minutes for every LSCA Executive Board meeting, Annual Meeting, or other official session. Work closely with the Membership chair to maintain a database of all Village of Lake Success resident names, street addresses, email addresses, telephone numbers, and membership status. Establish and maintain an LSCA web site. Issue notices and promotional materials on behalf of the LSCA; help Committee chairs do the same.
Matters To Be Decided By The Executive Board
The Executive Board shall be empowered to call LSCA meetings, establish annual dues, and decide other matters that impact finances, voting rights, and major activities that are sponsored or hosted by the Association. A quorum shall consist of three officers. Each officer shall cast one vote on the Executive Board. Majority rule applies but, if the Executive Board is divided evenly on any matter, the President may cast the tie-breaking vote.
Committees
The LSCA may, directly or through its Committees, sponsor or host activities and events. "Sponsor" means that the LSCA arranges and promotes an activity that is intended to break even through the fees charged to participants. "Host" means that the LSCA will pay for or subsidize an activity or event.
Each Committee shall be responsible for an area of focus for the LSCA. Committee chairs shall be appointed by the President, with due consideration given to recommendations by other Committee members. Committees may add or drop roles and responsibilities, as approved by the President. If no established Committee is deemed suitable for a particular purpose, at his or her discretion the President may form, and appoint chairs for, new Committees.
The roles and responsibilities of the LSCA Committees are described below.
Membership Committee -- Recruit current and new residents to join the LSCA. Establish and maintain an accurate database of Lake Success residents and LSCA members, noting the status of each resident with respect to the payment of dues ("good standing"). Provide member status reports to enable the LSCA to determine "good standing" for purposes of voting, activity fees, and other matters.
Hospitality & Entertainment Committee -- Sponsor or host social activities such as a New Years Eve party, dinner dance, Holiday social, special events for children, pool-side dining, etc.
Safety, Health & Fitness Committee -- Sponsor programs that promote resident safety, health and well being. Examples may include: programs for adults and youth on nutrition, yoga, and martial arts; fingerprinting children; vaccinations and blood pressure testing; seminars on safety, first aid/CPR, and emergency preparedness.
Culture & Information Committee -- Sponsor programs that educate and inform residents on topics of interest and importance. Examples may include: Lecture Series, Film Series, Book Club, Defensive Driving, Finance and Insurance for Growing Families and/or Seniors.
Good & Welfare Committee - On behalf of the LSCA, acknowledge special occasions such as resident births, deaths, illnesses, weddings, college acceptance, graduations, bar/bat mitzvah, and confirmations. Develop discount plans to leverage the mass purchasing power of 830 Lake Success families.
Newsletter Committee -- Prepare and publish a periodic newsletter, to communicate to LSCA members items of interest regarding "sunshine," issues, LSCA programs and events, and other Village news.
Advocacy Committee -- Bring issues that may impact resident health, home, safety, etc. to the attention of the Village of Lake Success Board of Trustees or other bodies, in writing or in person; monitor resolution of these issues, as may be necessary. This Committee shall consist of the LSCA officers, chaired by the President.
Meetings
Meetings to transact
business before this Association shall be called by the Executive Board. A
Special meeting may be called at the discretion of the President, by the
Executive Board, or by written request signed by twenty (20) members in good
standing. All LSCA meetings shall be conducted pursuant to Robert's Rules of
Order.
Proper Notice -- Notice of all LSCA meetings shall be given by mail and
email at least ten days prior to the meeting date and shall state the
business to be transacted.
Quorum -- The quorum for regular meetings shall consist of five members plus
three officers. The quorum for the Annual Meeting shall consist of ten
members and three officers.
Annual Meeting -- The Annual Meeting of the Association shall be held in May
of each year. At this meeting, the members in attendance shall: elect
officers (in alternate years); adopt dues and budget for the coming fiscal
year; hear reports from officers and committee chairs; and address any other
matters that may be placed on the agenda.
The order of business for the Annual Meeting shall be:

Reading of the minutes of the previous meeting of the Association
Elections, as scheduled
Reports of Officers
Committee reports
Unfinished Business
Reading of Communications
New Business
Voting -- The President, or the highest-ranking officer of the LSCA present at a meeting, shall preside over the election process. Nominations for officers of the Association shall be made at the scheduled elections meeting or at a special meeting called for the purpose of elections. Any member in good standing may nominate any other member in good standing for any office. Nominations of candidates for office shall be made and seconded from the floor. A nominator shall, in each instance, set forth a nominee's qualifications and state a nominee's willingness to run for office and to serve if elected. Voting for candidates to office shall be by voice, unless a secret ballot is requested by a majority of the members present at the meeting.
On other matters that may be put before the membership, the action of a majority of the paid-up members present at a duly constituted meeting shall be the legal action of the Association. Voting shall be by voice, as tallied by the Secretary or other member of the Executive Board.
Amendments
These bylaws may be amended at any duly constituted meeting of the LSCA membership, by majority vote of the members in good standing who are present, provided that proper notice of the proposed amendment(s) shall have been given. Proposed amendments shall be made available for review in the Village Office and on the Association web site ten (10) days prior to a vote. The amended bylaws shall become effective immediately upon adoption.
